The high-level 2025 United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development (the 2025 UN Ocean Conference) will be co-hosted by France and Costa Rica and held in Nice, France, from 9 – 13 June 2025.
The overarching theme of the Conference is “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean”. The Conference aims to support further and urgent action to conserve and sustainably use the oceans, seas and marine resources for sustainable development and identify further ways and means to support the implementation of SDG 14. It will build on existing instruments to form successful partnerships towards the swift conclusion and effective implementation of ongoing processes that contribute to the conservation and sustainable use of the ocean.
The Conference will involve all relevant stakeholders, bringing together Governments, the United Nations system, intergovernmental organizations, international financial institutions, other interested international bodies, non-governmental organizations, civil society organizations, academic institutions, the scientific community, the private sector, philanthropic organizations, Indigenous Peoples and local communities and other actors to assess challenges and opportunities relating to, as well as actions taken towards, the implementation of Goal 14.
The Conference will build on the previous UN Ocean Conferences, hosted by Sweden and Fiji in 2017 in New York and by Portugal and Kenya in 2022 in Lisbon.

Participation of representatives from non-governmental organizations, major groups and other relevant stakeholders at the 2025 UN Ocean Conference is guided by A/RES/78/128.
Organizations that fall under the following categories will be able to request registration to attend the 2025 UN Ocean Conference and its preparatory meeting (held in July 2024):?
- Non-governmental organizations and major groups identified in Agenda 21 and other stakeholders in consultative status with ECOSOC. You can check if your organization has consultative status with ECOSOC here.
- Organizations that were accredited to any of the following previous United Nations’ conferences (please, check here for a consolidated list of specially accredited organizations):
- Organizations that receive special accreditation to attend the 2025 UN Ocean conference:

Second round of Special Accreditation.
Please note:
- Each Organization will be able to register up to 5 (five) representatives. If more than 5 are registered under one organization, the Secretariat will approve registrations on a first-come first-served basis.
- Please, check that you are registering your representatives through the appropriate link.
- All submitted requests for registration will be reviewed and confirmation letters will be sent to approved participants. Registration requests will be reviewed and approved on a rolling basis. Please, allow at least 5 working days for the review of registration requests.
- The deadline for registration is 19 May 2025 (23:59pm, EDT).
- Participants are responsible for all necessary arrangements related to their in-person participation, including travel, visa and others, as appropriate. The Secretariat will not follow up on individual requests for visa letters nor will it liaise with the host country on visa issues. - The United Nations is delighted to welcome registered representatives of accredited NGOs and other stakeholders to attend UNOC3. While we strive to accommodate all registered participants, due to limited space in the Conference venue, security and safety measures may be implemented to manage access to the venue and conference rooms.
- Organizations in consultative status with ECOSOC whose statuses have been suspended by the UN NGO Committee will not be allowed to request registration to the 2025 UN Ocean Conference, irrespective of previous accreditation to past UN Conferences.

"Host country security regulations for access to the perimeter around the Conference venue
Please be advised that access to the perimeter around the Third United Nations Ocean Conference (UNOC3) venue requires to successfully complete both (i) the official United Nations registration process and (ii) the Host Country Registration Form accessible through the following external link which is not a United Nations link: https://www.unoc-registration.fr
By proceeding with the registration for the Conference, participants acknowledge and accept that compliance with both requirements is mandatory.
In order to access the premises of the Conference and the perimeter around the Conference venue, all participants must successfully complete BOTH the official United Nations registration process and the Host Country Registration Form. A positive response from both the UN (email confirmation of registration) and from the Host Country (email confirmation of registration) shall constitute successful completion of the process.
The Host Country reserves the right to verify the Host Country registration forms and to refuse access to the perimeter around the Conference venue to any individual who has not fulfilled the above-mentioned requirements, without liability for any inconvenience thereby caused.”
